Project Description
MASTER PLAN CONSTRUCTION PROJECT – HINSDALE
CENTRAL & SOUTH CAMPUSES
The Board of Education
contracted with Dr. Franklin Hill and Associates in November 2000
to develop a master educational facility plan for each school.
This planning process was undertaken to review our current use of
existing facility space and provide recommendations for
renovations and additional space based upon sound educational
learning environment standards using a systems approach. Equally
important was the planning for future student enrollment growth
that was projected to continue at both schools according to Dr.
John Kasarda who was hired to complete a demographic study of the
communities and future student enrollment.
As of October 2002 the Board
of Education had reviewed all of the planning, research and
projections to develop a plan for renovation and classroom
additions at both high schools. The board committed to funding
the construction with the issuance of up to 65% of our available
legal borrowing capacity combined with the commitment of annual
operating revenue if needed. The favorable interest rate
environment in January 2003 helped us to issue $13,030,000 in
bonds to be paid back over ten years. In addition the DuPage West
Cook special education cooperative agreed to contribute up to
$600,000 toward the renovations for the Deaf and Hard of Hearing
program as it is a central site for the area schools to enroll
their students on a tuition basis. The total bids awarded for the
two projects to date total $11,535,600. This excludes furniture
and equipment, fees and some asbestos removal. The main
construction bids were awarded to Henry Brothers Construction in
April 2003 and construction began at South shortly thereafter.

project as well as conceptual drawings and actual pictures of
the work. The floor plans will be in different formats.
